Dave Holtz

Delta Airlines - Senior Vice President Operations and customer Center

Dave Holtz is Senior Vice President – Operations and Customer Center for Delta Air Lines responsible for the direction of Delta’s worldwide operations. His responsibilities include numerous other critical operational disciplines, as well as the oversight of Delta customers on SkyTeam and Delta Connection partners.  

Dave is an industry veteran with more than 35 years of service with Delta. He is in charge for directing Delta's excellent daily performance results and customer service recovery efforts on the 2,500 daily departures. He has been instrumental in driving Delta’s industry-leading performance as well as irregular operations solutions. Dave is routinely consulted by both governmental and commercial organizations on Delta’s operating strategy.

In his early years at Delta, Dave gained valuable experience in Airport Customer Service in various capacities, including above-wing and below-wing leader and hub control manager. Since joining the OCC as a flight control superintendent in 1990, he has steadily advanced through numerous positions of expanded responsibilities and was named Senior Vice President in 2014.

Business Travel News has named Dave Holtz, Delta’s Senior Vice President – Operations and Customer Center, among the 25 Most Influential Executives in the business travel industry.

Pat Thomas 

UPS - Chairman, American Trucking


As Senior Vice President of State Government Affairs, Pat oversees all state legislative, regulatory and political activities for the U.S. In this role, Pat directs a team of state and local public affairs managers across the country. He also oversees the UPS Congressional Awareness Program, a comprehensive grassroots program designed to strengthen UPS's relationships with Members of Congress in their home district.

Pat is currently Chairman of the American Trucking Associations, the largest national trade association for the trucking industry. Through a federation of 50 affiliated state trucking associations and industry-related conferences and councils, ATA is the voice of the industry America depends on most to move our nation's freight.

Pat began his career with UPS in 1985 as a seasonal delivery driver. Since then, he held senior positions in operations and human resources before joining the public affairs group in 1998, where he first managed public affairs issues in the western region. In 2002, Pat was selected to join the public affairs group in Washington, D.C., where he assumed responsibility for developing and managing UPS's state-level policy strategy. He also assumed a special assignment, leading UPS's international group where he oversaw a team of international policy managers and advocacy for issues such as trade facilitation, customs and international aviation.

Before joining UPS, Pat worked as a commercial pilot for various private corporations flying both people and cargo to airports throughout the U.S. He is also a certified flight instructor and has trained pilots. He earned a B.S. in Aviation Management from Southern Illinois University.

Pat is married to Kathy and they have three children.

Tim Phillips

President, Americans for Prosperity

Tim Phillips is president of Americans for Prosperity and Americans for Prosperity Foundation. Americans for Prosperity (AFP) has enjoyed rapid growth, going from nine state chapters in January of 2006 to 32 state chapters with fulltime staff on the ground, with more than 2 million grassroots activists in 50 states, who are fighting for free-market principles and policies at the state, national, and local levels.  The combined budget of AFP and AFP Foundation has also grown from just under $3 million in 2004 to over $130 million in 2012.

AFP helped lead the successful effort defeating cap-and-trade and card check while also diligently opposing the Washington, D.C. takeover of our health care system through their “Hands Off My Health Care” effort.  During 2012, AFP mounted one of the most aggressive grassroots field operations the conservative movement has ever seen in states like Indiana, Florida, Ohio, Colorado, Nebraska and Montana as staff and volunteers knocked on hundreds  of thousands of doors and made millions of personalized phone calls opposing the big government policies of President Obama and other liberal political leaders.

At the state level, AFP staff and volunteers consistently fight for free market policies.  They were seen as a key leader in supporting Governor Scott Walker’s budget reforms in Wisconsin, the successful right-to-work legislation in Michigan, and reform-minded budgets in states like North Carolina and Florida.  Their goal at the state level:  provide the long-term grassroots infrastructure, funding and grassroots strength necessary to take on entrenched special interests to pass free market, smaller government policies.

Tim is a veteran political strategist and one of the nation’s premier grassroots organizers with 28 years of experience, including presidential, gubernatorial and congressional races, as well as state legislative, local and issue-advocacy campaigns. In 1992, Tim managed U.S. Rep. Bob Goodlatte’s (R-VA) first congressional campaign and later served as Rep. Goodlatte’s chief of staff on Capitol Hill for four years. In 1997, Tim helped found Century Strategies, one of the nation’s leading public affairs, political consulting and public relations firms. He was named a “Rising Star in Politics” in 1998 by Campaigns and Elections Magazine. In 2012, Tim was named one of Politico’s top 25 public policy players.  Tim and his wife, Julia, have been married for 28 years, and are the proud parents of four children.
